Why this matters
Open a utilities account with SP Group for electricity and water supply to your rental unit.
SP Group is the sole regulated utilities provider in Singapore for electricity and water. You must open an account before moving in — without it, your unit has no power or water. City Energy is a separate provider for piped gas (cooking gas) if your unit uses it.
If you skip it: No electricity or water in your unit. Cannot move in or live there.
When to do it
Earliest
Once you have a signed lease agreement.
Optimal
3-5 business days before move-in date.
Deadline
Before move-in day — utilities need 1-3 business days to activate.
If late: Moving into a unit with no electricity or water. May need to stay elsewhere until activated.
How to do it
- 1
Go to SP Group Open Account portal
Visit openaccount.spgroup.com.sg
https://openaccount.spgroup.com.sg - 2
Select "Open Utilities Account" and enter your details
You need your FIN (from EP card), property address, and move-in date.
- 3
Pay security deposit
Foreigners are required to pay a security deposit of SGD 150-800 depending on property type. Refundable when you close the account.
- 4
Set up GIRO for automatic monthly payment
Link your Singapore bank account for automatic billing. Otherwise you pay manually each month.
- 5
If your unit has piped gas: open a separate account with City Energy
Call City Energy at 1800 555 1661 or apply online. Not all units have piped gas — many condos use electric stoves.
Common mistakes
- · Applying on the day of move-in — it takes 1-3 business days to activate
- · Forgetting about City Energy for piped gas (separate from SP Group)
- · Not setting up GIRO — leads to missed payments and late fees
What you need
- · passport — Identity verification for account opening
- · ep_card — FIN number required for the application
Cost
SGD 150 – 800
- · SP Group security deposit (refundable, foreigners only): SGD 150 – 800
- · Monthly utilities — 1-bedroom apartment: SGD 120 – 215
